BMW 430d Manifold Issue

Description

Looking for a specialist to help with a BMW 430d (F32, 2016, 195kW). The issue is that the intake manifold swirl flaps are not operating. Error code: 2C3200 (Mechanically defective / Plausibility). Steps already taken: a new Bosch actuator (0 280 751 004) has been installed. The old actuator did not respond, and the new one is also not working yet. Required tasks: Check power supply (fuses/wires) in the engine compartment, clear error codes, and perform mandatory actuator adaptation (reset adaptations) using ISTA or equivalent software. Also, verify that the flaps are not physically jammed in the manifold.
